People who need free dental care often "vote with their feet" by migrating to the States with "Full" Medicaid dental coverage for their recipients.

This is a great magnet for people in Mexico to cross over for Free Dental.  And then there are US citizens who go to Mexico with Dental Tourism in mind.  The dental fees available in Mexico are lower than those available in the US.
